Workshop on media regulation in the era of platformisation
Upon the invitation of Mr. Nouri LAJMI, President of the Independent High Authority of Audiovisual Communication of Tunisia (HAICA) and President of the French-speaking Network of Media Regulators (REFRAM), several members of REFRAM participated in Tunis, on November 8 and 9, 2021, in a workshop on “media regulation in the era of platformisation”.
The workshop was attended by Mrs. Latifa AKHARBACH, President of the High Authority of Audiovisual Communication of Morocco, Mr. René BOURGOIN, President of the High Authority of Audiovisual Communication of Ivory Coast, Mr. Karim IBOURKI, President of the High Audiovisual Council of Belgium (Brussels-Wallonia), Mr. Babacar DIAGNE, President of the National Council for Audiovisual Regulation of Senegal and President of the platform of regulators of the West African Economic and Monetary Union, as well as Mr. Marcel REGNOTTO, representing the Director General of the Swiss Federal Office of Communication.
Divided into three sessions, the workshop allowed participants to intervene and exchange around the following themes:
- Regulation and the platformisation. The main objective of this session was for regulators to examine the challenges that platformisation poses to regulation and to ask themselves what initiatives can realistically be envisaged to adapt regulation to this phenomenon.
- Regulation and the support to the development and discoverability of audiovisual creation and production. The main objective of this session was for the regulators to ask themselves the question of knowing, in the context of platformisation mentioned during the first session, what collective paths can realistically be envisaged to perpetuate the systems of support for audiovisual creation and production and to guarantee the discoverability of these contents.
- Media regulators and the fight against disinformation. The main objective of this session was for the regulators to ask themselves the question of knowing, in the context of platformisation evoked during the first session, which collective tracks can realistically be envisaged to fight against informational disorders in general and disinformation in particular.
Each session allowed to draw recommendations for international organizations – in particular the IOF -, civil society organizations and public and private actors who develop initiatives on the three themes selected for the seminar and for REFRAM and its members in view of the adoption of the future REFRAM roadmap for 2022-2023.
